Bot

• Mentions are now displayed as usernames as user mentions are broken on mobile
• Cooldowns are now per guild & user, as opposed to previously just being per user (globally across all guilds)
• Server owners can now run moderation commands on anyone regardless of whether the target has the Administrator permission
